At a press conference yesterday, on December 2, 2020, the Austrian federal government announced various easing of the most recently applicable measures in the fight against the Covid-19 pandemic, which will come into force on December 7, 2020.

Business is allowed to re-open. Face and nose protection must be worn and customer areas are limited to one customer per ten square meters.

The cash on delivery process is now as follows:
Recipient present:
- The recipient is contacted (ring and inform)
- A safety distance of 1-2 meters from the receiver is maintained
- Courier hands over an empty envelope to customers, where the customer puts the money and will hand it over unsealed back to the courier
- Courier checks the money and keeps the envelope
- Package status changes to delivered
- Package will be physically delivered
- Recipient is notified
- Info: cashless payment is possible for recipients in branch
- Recipient refuses acceptance or does not want to go to the branch: Shipment is returned to the sender
- Recipient should always agree before with the sender on a shipment without cash on delivery
DPD AT:

Additional information:
From now on DPD AT will only deliver parcels to private costumers contactless. How does it work? The courier rings the doorbell at the front door and moves to a distance of at least one meter. The costumer opens the door, the deliverer informs him/her about the contactless delivery and drops off the parcel. The constumer is asked for the name of the person taking delivery and this is registered by the courier himself/herself in their system. No need of costumer's signature, the courer will enter the code "COV" as a signature. If the costumer is not at the moment of the delivery at the delivery place, the known processes are maintained (deposit of package information with the possible pick up stations).
Austria will start the 3rd lockdown on 26th of december 2020. Due to the official measures, DPD AT are again assuming more and more shop closing until 18th of January 2021 and thus more difficult or impossible acceptance of goods at the receiving addresses.

Belgium

Bpost will notify consumers whenever their parcels are delivered to a Bpost Pick-up point or a Decathlon store rather than their home address.

All post offices are open from Monday to Friday until 5 p.m, but closed during lunchtime from 12:30 pm to 1:30 pm. Most of them are now open Tuesday and Thursday until 6 p.m. and on Saturday until 1 p.m. All parcel shops are open in accordance with the opening hours of the shops in which they are located. If a parcel shop has to close, or if it can no longer handle parcels, Bpost will deliver the parcel to a delivery point that is open. Almost all parcel lockers are in operation, only 2 parcel lockers are not available due to temporary closure of the site (university of Gent and Shopping Belle Ile Liège).Czech Republic

These restrictions will take minimaly until 3.11. but highly probubly will be prolonged for next 2 or 3 weeks.
PPL Services are still the same, no areas are closed and actualy there are 2041 ParcelShops opened.
In PPL we currently deliver without any changes and restrictions within whole CZ, COD is available by cash and card, all our HUBS operate.
All their employee is supported with masks, desinfection and all other possible equipment. They have also special team that evaluates all info and restrictions on daily basis and is possible to take immediate reaction and decisions.
Actual no of opened PS you will find at www.ppl.cz. Actualy 2041 form total 2110 are opened.
Denmark

Before Christmas, first shopping malls and liberal professions must close. After Christmas, all other non-essential stores will close and only grocery stores will be allowed to remain open between December 25 and January 3.

The distribution of PostNord parcels is only affected to a limited extent. The vast majority of the collection points are located in grocery stores, so it will still be possible to collect parcels from them as such stores will remain open. If any of them do have to close down, the parcels there will be moved to nearby collection points that are still open, and customers will be notified immediately.
All stores with parcel collection services are allowed to remain open. PostNord expect that most of their partners will make use of this exception. PostNord are in close consultation with all our collection points and maintain an updated list of closed stores. The collection points that decide not to stay open for parcel collections will immediately be removed from the API, so that your customers can no longer choose them.
France

The tracking of colissimo packages is at the moment experimenting technical problems, because of this there might be parcels without any update at their site, which however have been processed/delivered. Colissimo is working on the issue it to have this solved as soon as possible.
Proof of delivery is available again through a new process of contactless handover.

Mondial Relay will remain active during lockdown. Around 8000 Point Relais (out of 9.000) will be operating.
Parcels that were delivered in Point Relais that are not active, will be rerouted to other Point Relais.

Covid-19 - Maintenance of GLS delivery services throughout the duration of the national reconfinement
During this reconfinement period, GLS continues to deliver everywhere in France and throughout its European and international network, according to the contactless delivery methods set in place since the start of the health crisis.
GLS Point Relais® partner network also remains operational, with nearly 80% of its Point Relais® retailers open, in accordance with government announcements currently in force.
Covid-19 - Adaptation of GLS delivery services according to the evolution of the epidemic
Despite the Coronavirus situation which persists in France, GLS continue to ensure your deliveries throughout France, as well as in Europe.
The quality of GLS deliveries requiring a personal delivery of your packages, only the signature is the essential proof of the good progress of a delivery to our customers. The resumption of this delivery procedure must be done while continuing to comply with essential health measures:
Wearing a compulsory mask
Respecting the physical distances of one meter during there deliveries
Possibility for GLS recipients to sign with their own pen
However, in order to ensure the health safety of GLS deliverers and recipients, GLS regularly adapt their delivery conditions according to the evolution of the health situation in the various French departments with the occasional resumption of "contactless" and signature-less deliveries .
The "contactless" delivery situation map will allow you to follow the development of the areas concerned throughout France.
- Non-deliverable packages (in case of closure or refusal recipient) will be automatically sent back to the sender.
- The redirection option of the deliveries to a relay point will not be available for FlexDeliveryService deliveries.
- The ID is mandatory for the pick up of any parcel in any Point Relais, however a signature will not be required. The initials of the consignee will be taken by the PUDO staff and it will be considered as Proof of delivery.
DPD FR:

Over the last few months, DPD France has deployed significant resources to tackle the intense end-of-year period in the best possible conditions, with the deployment of several major measures to consolidate their capacity to handle your parcels:
- Implementation of their new Parisian sorting centre;
- Recruitment of nearly 200 permanent employees to strengthen their branch teams;
- The setting up of nearly 20 additional depots to reinforce the proximity that binds us together and to which we are all attached.
As a result, and given the situation we are all going through, DPD France is and will be able to support you. Their teams are fully mobilised as they were in the spring, now enriched by the experience of the first wave.
- The recipient will receive by email and / or SMS a 4-digit confidential code.
- Upon delivery, the recipient must communicate this code to the courier.
- The courier will have the possibility of checking the concordance of this code thanks to the last two digits of the latter indicated on his slip (this code will replace the usual signature).
- If the code matches, the courier will indicate on his slip the complete digit code and will also indicate the name of the receiver and will thus be able to deposit the parcel.
Specific cases:
- If the recipient has not received a delivery code: The delivery person will fill in the name and surname of the recipient on the slip and will give the package to the customer.
- If the costumer/receiver communicates the wrong code to the courier, the package will not be delivered and it will return to the sender.
In order to be able to implement this new delivery procedure optimally, it is essential that the customer information (mobile phone number + email) is complete and correct.
Finland

No confirmation of receipt of parcels requested until further notice, drivers themselves generate the delivery receipts. In order to reduce contact upon delivery it is recommended to order parcels to parcel lockers. In many cases, the transport of letters and parcels may take longer than normal due to a higher rate of staff on sick leave.
Germany

Additional information:
Currently no restrictions for the delivery of letters and parcels within Germany and the services offered in post offices and DHL Paketshops. Contactless delivery of parcels should be preferred, for this purpose the specification of a safe place or direct addressing to a parcel locker should be preferred. Due to the high volume of parcels, delays in delivery may occur in individual cases. In the case of shipments requiring a signature, the couriers document the delivery of the shipment with their signature on behalf of the recipient. Alternatively, the delivery can be documented by a signature on the shipment - close to the shipment number. This signature is then photographed by the courier with the hand scanner.
In the case of shipments that require an additional charge, carry the additional COD, service or have been assigned the IdentCheck service, no delivery attempt will be made during the current situation to provide additional protection for the couriers and recipients. The shipments are directly delivered to a parcel shop or post office and must be picked up there by the recipient or a person authorized by him/her. The branch offers better protection for employees and customers and offers the possibility of cashless payment.
Hermes DE:

Additional information:
Currently no restrictions or delays in parcel delivery in Germany. Parcels can be accepted contactless at the front door, the delivery is then documented by a signature on the shipment - close to the shipment number which is then photographed by the courier. As alternative, recipients can define a safe place for the delivery of their parcels. Almost all parcel shops are open, please note that opening hours can vary depending on the Bundesland and City. The pickup of parcels in shops is currently also contactless and does not require a signature. The parcel notification and the recipient's personal ID must be placed on the counter to be read at a distance by the Hermes employee without touching it. The parcel is then placed on the counter for handover, the employee takes a few steps back.
DHL Express:

Additional information:
Couriers keep an appropriate distance between themselves and customers and ensure optimal hygiene by extra washing of hands and using disinfectant wipes. In addition, vehicles, scanners and other devices are cleaned regularly and at the end of each workday. Shipments are no longer delivered to neighbours so that the consignee does not have to pick up the parcel at a different address.
Italy

From the 17.03 the courier will ring the bell, describing the particular instructions that will be applied for delivery / collection as below, and asking the recipient if he has received a text message or e-mail from Poste Italiane/SDA with the code for the delivery of the shipment.
In the event that the recipient declares to have received the code, the courier must make the delivery according to the procedures described in paragraph 1 "Delivery with code". In the event that the recipient does not have any code, the courier must make the delivery in the manner described in paragraph 2 "Delivery without code".
Delivery with code If the recipient is in possession of the 5 numbers code received by mail or sms from Poste Italiane/SDA:
- The courier must ask the recipient for the code for the delivery of the shipment, taking care to always keep the distance of at least 1m.
- The courier must write down the code communicated by the recipient in the signature field of the delivery runsheet or of the new android handhelds
- The courier will have to leave the package, taking care to always keep the distance of at least 1m. In case of cash on delivery, the courier will also collect the amount of the cash on delivery at this stage.
Delivery without code:
- The courier will ring the bell explaining the final consignee that the shipment will be left in the mailbox or in a safe place and that proof of delivery will not be collected.
- If the recipient agrees to do so, the courier must indicate DPCM as the recipient and sign the proof of delivery as the person in charge instead of the recipient.
- In the event that the recipient does not agree, the courier must consider the shipment as refused.
- In the event that the recipient is unable to contact, the courier must leave the non-delivery notice and code the shipment as "008 - absent recipient"
This operation also applies to shipments encumbered with cash on delivery, for which care is required in the collection of the consideration to avoid any contact and to remain at a minimum distance of 1 m.

Nexive made some changes to its delivery processes in order to meet the needs of the customers and the Nexive drivers in terms of security:
- Nexive employee rings the recipient's informing the authorized person who will leave the shipment in the home box or in a place with minimum security conditions, certifying that the delivery has been made with his signature
- if the recipient has no objection, nexive deposits the consignment as announced, and on the POD reports "COVID19" in the recipient field and affixes his signature;
- if the interlocutor does not agree, the postman deposits the notice of storage in the mailbox.
- Starting from week 13, Nexive decided to introduce, (at this moment totally free of charge), a Parcel delivery method which allows a double level of security for the driver and the recipient: delivery with PIN.
This method requires receivers to receive a unique PIN code, to be communicated to the driver upon delivery; in this way, the PIN can replace the receiver's signature, making delivery even more secure. In case the recipient, for any reason, is unable to communicate the PIN, Nexive can still proceed with the delivery methods according to the process already communicated before.
Since the last aforementioned decree (Prime Ministerial Decree of 11 March 2020) is foreseen, the closure of most of the commercial activities, including those where Nexive usually stores the registered ones in stock, we have decided to:
- extend the storage period to 60 days;
- keep the registered letters not delivered to the branch in charge of delivery until the re-opening of the shops where they are normally available;
- make it possible to collect them starting from the day following the reopening of these commercial establishments.
Netherlands
Traffic and border controls:
General lockdown in the Netherlands from 15.12.2020 -19.01.2021 with all but essential shops closing, as well as schools, museums, gyms and hairdressers.
Lockdown as implemented in the Netherlands mid December with the closure of non-essential shops has been prolonged until at least the 7th of February.
There is a likelihood of a curfew between 20:00-04:00 which might be mandated by our government in the coming days.

DHL NL:

A small percentage of shipments doesn’t get sorted right away, but is buffered in Utrecht. This method has proven itself during the start of this peak season, and will be continued for the coming days. Across all sectors within DHL Parcel requests for additional volume will be denied, simply because DHL is at their limits.
A large percentage of the 50% of shops that are non-essential, and have to close is willing to stay open to keep acting as a Servicepoint. DHL decided to compensate those shop-holders for their extra efforts.
DHL NL installed a temporary XL-cityhub at 80 of their 134 Cityhubs. This means customers can pick-up or re-route their shipments also to an additional 80 places in the network. These will also be visible on the website https://www.dhlparcel.nl/nl/consument/dhl-servicepoints and if you have the Servicepoint Locator API, you can also show these points in your check-out.
If a customer is not home after the 1st delivery attempt, the parcel will still be forwarded to the nearest open Servicepoint.
Post NL:

Additional information:
Post NL expects a big increase in parcel volumes, because of this Post NL might reach their maximum capacity limit in the next three weeks (till CW 51). This is due to the measures applied to control the Covid epidemic and the seasonal peaks. It should be noted that the official Dutch gift day is not Christmas but Sinterklaas (05.12.).
Post NL informed us that due to the situation there might be delays in the final deliveries.
Customers that supply essential goods such as medicines, medical devices and medical personal protective equipment are prioritized.
The deadline has passed for requesting additional volume for weeks 52 to 2. If the supply exceeds capacity, PostNL unfortunately has no other choice but to cancel handover appointments.
Only a small number of PostNL points will be closed. If the delivery option for customer collection from a PostNL point was selected during the order process, PostNL will transfer these parcels to another service point in the area that remains open. Parcels located at closed PostNL points because their recipients were not at home will be redelivered.
PostNL asks the customers to extend the return period to at least 30 days again. This gives the consumers the option to deliver return parcels at a later date.
Budbee NL:

Additional information:
Lockdown extension will not additionally impact Budbee’s outbound capacity or operations otherwise than it does now (hygiene and social distancing measures still in effect). Budbee is well able to fulfill the demand for delivery.
In case of a curfew, Budbee is making arrangements for this that will have limited impact on their outbound capacity. It could be that their linehaul carrier injecting in Culemborg will need an employer declaration that said employee is transporting goods for Seven Senders.
Budbee communication towards consumers remains unchanged for now, as this lockdown has been set for a number of weeks already.
From 23/01/2021 until at least 10/02/2021 the curfew between 21:00 - 01:30 is active in the Netherlands.
Budbee's services are exempted from this curfew and Budbee drivers are all in possession of an employer's declaration, meaning that parcels will be delivered as per usual.
Budbee communication towards consumers remains unchanged for now, as this lockdown has been set for a number of weeks already.

Due to the COVID-19 pandemic, InPost and its carrier partners have had to make a number of changes to services to ensure the health and safety of their customers, staff and partners.
These recent times have led to a combination of unprecedented demand as well as delays and disruptions with the carrier partners. This means that parcels sent through to their network may be subject to delays.

Switzerland starts in the 2nd Lockdown until 28th February 2021. General stores need to close but Service providers such as banks, post offices, hairdressers and travel agencies stays open.

Consumers are asked to maintain a distance of 2 metres from others in Post CH branches and from the delivery staff, to make cashless payments and allow delivery staff to sign for registered parcels.
For contactless receipt of parcels, it is recommended to select the permanent setting “Deposit consignment” or, in the case of registered consignments, the “Authorization for deposit (at a safe place)” (Abstellgenemigung). These settings can be managed with the online service “My consignments”.
Return parcels are still picked-up from home addresses. To do so consumers should label the parcel and order the collection with pick@home. The parcel can then be put at the designated pick-up point/in front of the door.

Parcels can also be collected and send from the “My Post24 terminals” (lockers) to reduce physical contact.

Since June 15th, DPD CH has again implemented the signature by the recipient upon delivery (if requested as a service). If the recipient doesn’t want to sign, he/she can give an “authorization for deposit (at a safe place)” (Abstellgenehmigung) . This allows DPD CH to deposit the parcel without a signature. The authorization to deposit can be given via www.meindpdpaket.ch

Following the recent outbreak of Covid-19 in the U, Hermes UK put in place a number of measures to protect the customers as well as their parcel people, so they can make sure that the business is as prepared as possible.

There is currently no impact on the parcel delivery services but you will see some differences in how the courier will go about delivering your parcel from now on as they reduces physical contact.

Delivering to care homes
They recognise that post is important to the elderly, particularly those away from their friends and families in care homes. Therefore, to support the effort to keep the mail moving but prevent the spread of Coronavirus, they are making arrangements to deliver to a central point (e.g. reception) rather than individual addresses within care homes from 19th March. These changes will help to ensure the health, safety and wellbeing of the people and the vulnerable in society.
